Allison, who was injured during a 4-1 Premier League defeat to the Reds in Norwich City on August 9, has undergone an intensive training program and has failed.
The British newspaper also confirmed Salah's readiness for Derby England after recovering from an ankle injury against Leicester City ahead of the current international suspension.
The pair's presence against Manchester United will be a major motivation for Liverpool, which are seeking their ninth consecutive league victory, to continue leading the Premier League title for the first time since 1990.
