According to her, since the entry into force of November, the order of the Minister of Health A. Verizas aims at precisely avoiding excessive demands on children with minor disorders admitted to kindergartens. Such disorders include defective nose, leaving the field, coughing, allergic rhinitis.

"Symptoms such as nasal discharge, coughing are not characteristic of infectious diseases, these symptoms can manifest themselves in non-infectious diseases, and even in healthy children as a natural physiological response," says Najajunaite, a specialist in health security.

According to her, a change in the hygienic standard was initiated to avoid unjustified restriction of the child's right to participate in the educational process.

In what situations were healthy children not taken to kindergarten? The Ministry of Health has passed this question to the Office of the Ombudsman for Children. Her spokesperson, Egidijus Meilus, however, said that the institution received only oral complaints from her parents, so they can not criticize them.

"The main problem is that the child is not admitted to the kindergarten due to weight or cough, and parents do not receive a certificate of incapacity for work, because the child does not smoke", emphasizes the Office of the Ombudsman for Children, in response to the Day in Kaunas.

From November, according to the ordinance of the Minister of Health A. The Ministry of Health announces that this change in the hygiene standard is intended to reduce the administrative burden for doctors, and the health certificate for kindergarten was also a substitute requirement and was therefore refused.

"The number of cases in which pre-school institutions demanded these certificates even when the child was healthy but without any justification did not attend pre-school education centers for two to three days," says Alina Žilinaitė, a spokeswoman for the Ministry of Health.

Now the ministry promises to discuss with the founders of kindergartens and nurseries the possibility of creating a different payment system for children attending pre-school kindergartens.

Violations in kindergartens

The National Public Health Center (NVSC) implements public safety control every year in pre-school and pre-school education institutions.
