Massive Restrictions – The federal government wants to make a partial decision

D.Given the dramatically increasing number of coronary infections, the federal government wants to allow members of their household and another household to stay together in public. This is mandatory, violations of these contact restrictions will be sanctioned by regulatory bodies. The new rules are based on a draft federal government resolution for a video conference between Chancellor Angela Merkel (CDU) and state prime ministers on Wednesday (from 1pm). WELT has the draft.
The goal of federal and state governments is to “quickly stop the flow of infection so that far-reaching restrictions are not needed during the Christmas season.” “Family and friends should be able to meet during the Christmas season even under Corona conditions. “This now requires a joint effort, as it was in the spring.”
Long-distance blockade should be applied from November 4th to the end of the month. Two weeks later, federal and state governments want to assess the effectiveness of the measures. The goal is to reduce the 7-day incidence to less than 50 new infections per 100,000 inhabitants to ensure that those infected can be monitored by health authorities.
Tourist overnight stays in Germany should be banned for almost the whole of November. Accordingly, overnight offers should be allowed to be made for necessary purposes only. As in the first wave, citizens should usually refrain from traveling and visiting relatives.
Bars and restaurants
Catering facilities such as bars, clubs, discos, pubs and similar establishments should be closed – with the exception of delivering and collecting food for home consumption.
Entertainment events should be banned throughout Germany for the entire period due to the Corona crisis. Theaters, opera houses and concert halls should be closed. The regulation also applies to leisure and amateur sports at and in all public and private sports facilities, swimming pools and entertainment pools, as well as in fitness studios and similar facilities. Fairs, cinemas, amusement parks, brothels and entertainment arcades should also be closed.
Schools, day care centers and retail should remain open
Schools and kindergartens should be open. However, states need to introduce further safeguards in these areas, the draft said. Therefore, retail should remain open as a whole, subject to hygiene requirements, access control and queue avoidance. The template provides for 25 square meters per customer.

Cosmetic study, massage practices and tattoo study
Due to the worsening coronary crisis, the federal government wants to close business activities in the field of personal care, such as cosmetics studies, massage practices or tattoo studies for three and a half weeks in November. The hairdressing salons, however, remain open according to the existing hygienic conditions. Medically necessary treatments, such as physiotherapy, should also continue to be possible.
Industry, crafts and medium-sized businesses
Given the constraints, the federal government wants to expand aid to companies and improve conditions for the most affected economic sectors, such as the cultural and event industries. In addition, the express loan from the state banking group KfW will be open and adjusted for companies with less than ten employees.
Industry, trade and medium-sized businesses need to be able to operate safely, it said. Employers have a special responsibility to their employees in order to protect them from infections and to quickly identify infection chains. Where possible, homework should be provided.
Sick people, those in need of care, the elderly and the disabled should be given special protection. The available rapid corona tests “should now be used promptly and with priority in this area” to ensure secure contacts.
The special protection of hospitals, nursing homes, the elderly and institutions for the disabled should not lead to complete social isolation. Unfortunately, the increasing number of infections has also led to an increase in infections in medical facilities and in such risk groups.
