Opposition members in the House arrived on Wednesday (17) more than five hours before the plenary session of the Constitution and Justice (CPJ) to secure the first seats in line and try to postpone the vote in the collegiate proposal for reform of Social Security.
A meeting of Wednesday's QKJ, in which the discussion on the Draft Amendment Amendment (PKE), which changes the retirement rules, will be called for at 10:00 am. The first day of discussions on the pension reform proposal was held on Tuesday (16) and lasted more than 12 hours.
The first parliamentarians at the front door of the committee were Erika Kokaj (PT-DF) and Julio Delgado (PSB-MG). PT arrived at the Chamber around 4.30 am to try to be the first in line and thus provide an advantage in the analysis of requirements.
With the internal bylaws of the Chamber, the conditions should be voted according to their order of presentation.
The intention of the opposition is to introduce the so-called. "obstruction enclosure", such as pole resources to delay the processing of proposals. Among the obstruction activities are, for example, requests to postpone voting and alter the agenda so that the minutes are read before the vote.
In recent days, the expectations were that the PKK's social security survey in QKJ will take place next week, due to the large number of lawmakers registered to speak at the plenary session of the commission. Initially, there were more than a hundred subscribers.
However, on Tuesday, lawmakers who were favorable to the proposal – mainly members of the party's Bolsonaro party party – gave up the time they would have the right to speak and could speed up the progress of the work.
With this ruling maneuver, the QKJ debate phase was closed late on Tuesday. A total of 90 MPs addressed the plenary committee (55 opponents, 19 favorable, 14 leaders). Reducing the number of speakers allowed voting for the proposal to be called for this Wednesday.
It will now be up to QCJ to analyze whether the proposal sent by the government of Jair Bolsonaro violates a certain constitutional principle. If approved, the text will be followed by a special commission responsible for analyzing the substance (content). Then, he will have to pass two rounds of voting at the plenary session of the Chamber before being examined by the Senate.
Parliamentarians in alliance with the government of Jair Bolsonaro are defending that QKJ members, without alterations, endorse the opinion of the PCU reporter at the College, deputy delegate Marcelo Freitas (PSL-MG).
However, there is still some ambiguity about some points in the text. Some members of the board are urging these parts to change already in the CPY, before the special committee to discuss the reform.

The new pension reform proposal presented in February by the government of Jair Bolsonaro proposes changes in various retirement rules.
Among the changes proposed by the federal government's economic team is the definition of a minimum age for a retired worker.
